The short answer

How do I get my developer's NOC to sell, and what does it need?

In Dubai's freehold areas, the Dubai Land Department will not register a sale without the developer's NOC, usually requested through the Dubai REST app or the developer's own portal. Developers issue it only once service charges and any instalments are paid, and each sets its own fee and validity. A building on the Mollak system may also need an eNOC from its management company.

The basics

What the developer NOC is for

When you sell a property in one of Dubai's freehold areas, the Dubai Land Department lists an electronic No Objection Certificate (e-NOC) from the developer among the documents it needs to register the sale. It is the developer's confirmation that nothing it is owed stands in the way of the transfer.

The legal reason behind it is mostly about service charges. Under Dubai's jointly owned property law, a unit cannot be sold until its service charges are paid, and the management entity holds a lien on the unit until they are. Developers also check for unpaid instalments, unapproved alterations and any mortgage before they sign off.

Developer NOC or management company eNOC?

Since 2021, owners of units in buildings managed through the Dubai Land Department's Mollak system can request an eNOC from the building's management company in the Dubai REST app. DLD gives a processing time of 3 to 5 working days, and its guidance says the eNOC is not a substitute for a developer NOC. In practice, check with your developer and your management company whether your sale needs one, the other or both, and apply for both early if in doubt.

What major developers publish

Only what each developer states on its own website or documents, checked on 14 October 2026. “Not published” means we could not find it; ask the developer directly. Policies change, and older documents (Emaar's guide is dated December 2020) may be out of date.

Avoiding delays

Why NOCs get refused or held up

  • Unpaid service charges, the most common reason. Get your statement before you agree a sale; arrears can sometimes be settled from the proceeds, which our distressed sale guide covers.
  • Developer instalments not up to date, on off-plan units or developer payment plans. Emaar, Ellington and Nakheel all require dues to be cleared.
  • Unapproved alterations or violations, common with extended villas. Emaar requires no violations, and Nakheel asks for an inspection report on completed villas. The villa guide explains how to handle them.
  • An outstanding mortgage without the bank's clearance or liability letter.
  • Mismatched details, such as a co-owner left off the application or buyer details that differ from Form F.

Step by step

How to get your NOC without it expiring

  1. Check your service charge statement and any developer balance, and clear what is outstanding.
  2. Agree the sale and sign Form F. Some developers, such as Dubai Properties, ask for the registered Form F with the application.
  3. Apply through the developer's channel (table above) with your title deed, ID, Form F and, if mortgaged, your bank letter.
  4. Pay the developer's fee. It is set by the developer, not by the Dubai Land Department.
  5. Book the trustee appointment inside the NOC's validity. With 15 or 30 days to use it, apply once the buyer's finance and your mortgage settlement are lined up.

The NOC fee, along with every other selling cost, is in the selling costs calculator, and the full list of papers is in the documents checklist.

FAQ

Common questions

How long is a developer NOC valid in Dubai?

It depends on the developer. Nakheel and Dubai Properties publish 30 days; Emaar's transfer guide (December 2020) gives 15 days. Request the NOC once your buyer and transfer date are agreed, so it does not expire first.

Is the eNOC the same as the developer NOC?

Not always. The Dubai Land Department's eNOC guidance says the management company eNOC for Mollak-managed buildings is not a substitute for a developer NOC. Check whether your building needs one, the other or both.

Why would a developer refuse a NOC?

The usual reasons are unpaid service charges, overdue developer instalments, unapproved alterations or violations, and an outstanding mortgage without a bank clearance letter. Each developer lists its own conditions.
